Many people also put it on incorrectly. Just dumping it on snow will work, but not so much. It is always better to place it directly on the ground. Think ahead and start to apply it when the snow first falls. It will work better and faster than waiting until everything freezes. Snow is wet when it first falls, and this is the water that dissolves it to make a nonfreezing slurry.
There will always be home owners that for what ever reason decide not to use a deicer. This is a personal decision to make. Icy sidewalks and entryways can be hazardous and using a ice melter is one way to stop someone from getting hurt.
